Executive Committee

The Executive Committee serves as the core governing body of APTA, tasked with steering the association’s strategic vision, policymaking, and operational oversight. The committee operates in line with APTA’s bylaws, ensuring alignment with its mission to advocate for taxpayers’ rights, promote transparency, and reform tax practices in Pakistan.

Current Composition

The inaugural Chairperson of the association is Muhammad Faizan Bin Asif, Founder of APTA, equipped with Executive MBA, LLB, CFAB, whose term is valid until 30th June 2030

The committee also includes:

  • Legal Members:
    • Muhammad Asif: Advocate High Court, Former Member ATIR, Former Chief Commissioner IRS, Constitutional expert.
    • Dr Ikram ul Haq: Advocate Supreme Court, Constitutional lawyer, Author of many books, Daily Columnist, Tax Analyst

    Accounting Members:

    • Ghaus Jameel: Founder and Principal partner Ghaus Jameel & CO Chartered Accountants specialized in audit in taxation and compliance.
    • Kamran Hassan: Fellow Chartered Accountant, Partner Hassan Farooq & Co Chartered Accountants, Expert in financial auditing and tax accounting.
    • Masood Akhtar: Founder and Principal Partner Bizcon Corporate Consultants

    Three members from the manufacturing sector (to be appointed).

Muhammad Faizan Bin Asif (Founder & Chairperson)

Muhammad Faizan Bin Asif is the visionary leader behind APTA and serves as its first Chairperson. As a Partner at Bizcon Global LLP, Taxing Times LLP, Pak Training and Development Institute, and Accountolegal, he holds an Executive MBA, CFAB, and LLB. His career is enriched by roles at PwC, Servis Industries Limited, and Bilal Zia & Co. Chartered Accountants, providing him with extensive experience in strategic business advisory, legal agreements, tax strategies, corporate restructuring, and regulatory compliance.

Known for his exceptional success rate in tax litigation, Faizan combines practical insights with a global perspective, empowering businesses to achieve sustainable growth. His tenure as Chairperson extends until 30th June 2030.

Muhammad Asif (Executive Member - Tax & Legal Expert)

Muhammad Asif is a senior partner at Taxing Times Consultants, a distinguished Advocate of the High Court, and a former Accountant Member of the Appellate Tribunal IR. A retired Chief Commissioner IR (FBR) from the 11th CTP, he brings over 38 years of experience in tax administration and constitutional law.

Throughout his career, Mr. Asif has held critical roles such as Commissioner Appeals, Zonal Commissioner, and Secretary to the Federal Board of Revenue (FBR). His expertise extends to federal and provincial tax laws, and he is a recognized thought leader in taxation, serving as a trainer for institutions such as LUMS and LSE. His wealth of knowledge ensures that APTA benefits from his unparalleled expertise in tax law and advocacy.

Dr. Ikram ul Haq (Executive Member - Tax & Legal Expert)

Dr. Ikram ul Haq is a distinguished tax expert, constitutional lawyer, author of many books, regular columnist and tax analyst with over three decades of experience in taxation, corporate law, and public finance. He has earned a reputation for his in-depth knowledge of Pakistan’s tax system and his commitment to promoting transparency, fairness, and efficiency in tax policies. As a member of APTA’s Executive Committee, Dr. Ikram ul Haq brings unparalleled expertise and a visionary approach to addressing the challenges faced by taxpayers, contributing significantly to the mission of creating a just and equitable tax environment in Pakistan.

Ghaus Jameel (Executive Member - Accounting Sector)

As a seasoned Chartered Accountant, Ghaus Jameel has more than 10 years of experience in tax accounting, auditing, and financial advisory. He provides valuable insights into taxation reforms and compliance, ensuring APTA remains aligned with global accounting standards. His role emphasizes simplifying tax processes for members and advocating for modernized practices within the tax system.

Kamran Hassan (Executive Member - Accounting Sector)

Kamran Hassan, a Fellow Chartered Accountant, brings extensive experience from the accounting industry. With expertise in financial auditing, tax planning, and business development, he plays a pivotal role in advancing taxpayer education and technological innovations in tax administration. His professional acumen strengthens APTA’s ability to address complex financial challenges faced by its members.

Khan Masood Akhtar (Honorary Member)

Masood Akhtar is the Founder and Principal Partner of Bizcon Corporate Consultants, one of Lahore’s pioneering accounting firms. Beginning his career with Hassan Farooq & Co. Chartered Accountants in 2013, he quickly gained extensive expertise in taxation and corporate matters. Currently serving as a partner at Bizcon, he has worked with numerous high-profile clients over his 10-year career. In addition to his professional achievements, Masood is a passionate educator, mentoring aspiring tax professionals and contributing to the development of future leaders in the field.
