PREAMBLE

The All Pakistan Taxpayers Association (APTA), a non-profit organization, is establishing with the singular purpose of safeguarding the rights and interests of taxpayers in Pakistan. Recognizing the crucial role that taxpayers play in the nation’s economic development, APTA is dedicated to fostering a fair, just, and transparent tax environment.

The Need for a Unified Voice

While various chambers of commerce and tax bars have been instrumental in advocating for the interests of taxpayers in Pakistan, the landscape has often been fragmented, leading to challenges in achieving significant and sustainable change. The All Pakistan Taxpayers Association (APTA) emerged as a response to this need, aiming to unite diverse stakeholders under a single umbrella.

A Collaborative Approach

APTA’s founding principles were rooted in the belief that a collaborative approach, involving experts, taxpayers, and government officials, would be more effective in addressing the complex issues faced by taxpayers. The association recognized that the combined knowledge and expertise of these stakeholders could lead to more comprehensive and impactful solutions.

As the founder of APTA, I am deeply committed to empowering taxpayers and advocating for their rights. I believe that a strong and united voice is essential to ensure that taxpayers are treated equitably and that their concerns are addressed effectively.

APTA’s mission is to promote education and awareness about tax laws and regulations, to advocate for fair tax policies, and to provide support and guidance to taxpayers. By working collaboratively with government agencies, tax professionals, and other stakeholders, APTA aims to create a tax system that is both efficient and equitable.

Important information for APTA to be established

Name: The name of the association shall be “All Pakistan Taxpayer Association.” 

Offices: The registered office of the association shall be located in Lahore and the sub offices shall be opened all over the Pakistan to facilitate its stakeholders. 

Bylaws: The association shall adopt bylaws to govern its internal affairs, including the election of officers, the appointment of committees, and the conduct of meetings. 

Rules and regulations: The association shall draft rules and regulations to run the association and day to day business. The rules and regulations shall not only safe and guard the rights of taxpayers but all stakeholders in the best interests of Pakistan. 

Membership: Membership in the association shall be open to all taxpayers who support the objectives of the association and agree to abide by its rules and regulations. The membership fee shall be determined by the Executive Committee from time to time. 

Executive Committee: The association shall be managed by an Executive Committee comprising a President, Vice President, Secretary, Treasurer, and other members as determined by the association’s bylaws. The Executive Committee shall be elected by the members at the annual general meeting and shall hold office for a term of three years. 

Meetings: The association shall hold an annual general meeting of members, and special meetings may be called by the Executive Committee or on the request of at least 20% of the members. Notice of meetings shall be given to all members at least 14 days before the meeting.

The “All Pakistan Taxpayer Association” is a trade organization dedicated to promoting and protecting the interests of taxpayers in Pakistan. Our objectives are to:

  1. Advocacy and Representation: To advocate for the rights and interests of taxpayers in Pakistan, the association shall raise voice on government levels for taxpayer rights. The association shall work as the bridge in between government and taxpayers to resolve the issues, complexities and to promote fair and equitable tax policies and to protect taxpayers from arbitrary or unfair treatment.
  2. Promotion of Tax Culture, Ethics and Professionalism: To promote the culture of paying actual taxes to motivate the taxpayers to avoid any concealment. To promote and maintain the highest standards of ethics and professionalism among taxpayers in Pakistan. The association shall develop a code of conduct and ethics for its members.
  3. Education and Awareness: To promote education and awareness of tax laws, regulations, and procedures among taxpayers in Pakistan. The association shall organize training sessions, workshops, and seminars for taxpayers on new developments and tax complications, providing them with tools and resources to manage their tax obligations effectively.
  4. Information and Research: To provide reliable and up-to-date information on tax-related matters to taxpayers and government. The association shall conduct research on tax policy, easy tax administration, and taxpayer behavior, and disseminate the results to stakeholders and the wider public.
  5. Collaboration and Networking: To promote collaboration and networking among taxpayers, tax professionals, and government agencies in Pakistan. The association shall organize events and activities that facilitate communication and cooperation among these groups, including conferences, seminars, and working groups.
  6. Consultancy Services: To provide consultancy services to taxpayers in Pakistan, including tax planning, compliance, and representation. The association shall maintain a panel of experienced tax professionals who can offer advice, guidance, and assistance to members on tax-related issues.
  7. Membership Facility: To provide membership facilities to taxpayers and other professionals interested in taxation matters. Membership shall provide access to the association’s resources, information, and services, including research and data on tax policy, advocacy, and networking opportunities. The association shall offer the different benefits to its members to promote the culture.

Director Profiles:

Sheikh Muhammad Asif

Mr. Muhammad Asif is an esteemed senior partner at Taxing Times Consultants, a recognized senior Advocate High Court, and a former “Accountant Member” of the Appellate Tribunal IR, Chief Commissioner IR (FBR), retired from the 11th CTP. His illustrious career, which began in 1981, has been marked by service to multinational companies and extensive experience spanning over 38 years in the field of taxation.

Prior to his role as Chief Commissioner, Mr. Asif held various key positions, including Commissioner Appeals, Zonal Commissioner, and Secretary to the Federal Board of Revenue (FBR). His extensive career has equipped him with a profound understanding of federal and provincial tax laws, as well as a comprehensive knowledge of the Constitution of Pakistan.

Mr. Asif’s dedication to professional development is evident through his participation in numerous international and national courses focused on public policies and taxation. This commitment, combined with his extensive practical experience, has enabled him to wield considerable influence in the field. Notably, he has appeared as counsel in hundreds of cases, many of which resulted in landmark judgments featuring his expert commentary.

In addition to his legal and advocacy work, Mr. Asif has shared his wealth of knowledge and experience with the next generation of tax professionals. He has also served as a professional trainer for tax officials, imparting valuable insights through lectures and workshops at esteemed institutions such as LUMS (Lahore University of Management Sciences) and LSE (Lahore School of Economics), further contributing to the development of tax expertise in Pakistan.

The inclusion of Mr. Muhammad Asif as a director underscores APTA’s commitment to having a leadership team with deep expertise in tax matters and a strong track record of advocacy and service in the field of taxation.

Muhammad Faizan Bin Asif

Muhammad Faizan Bin Asif is a seasoned International Business Consultant and Financial Expert with a multifaceted educational background, including CFAB from ICAEW, LLB, Executive MBA, HND from Edexcel, London, and a bachelor’s in commerce. He has garnered valuable experience through prominent roles at PwC, Servis Industries Limited, Bilal Zia & Co Chartered Accountants, and as a Partner at BizCon Corporate Consultant LLP and Taxing Times Consultants. Mr. Asif specializes in strategic business advisory, feasibility planning, legal agreements, internal audit, tax strategies, financial analysis, corporate restructuring, training, regulatory compliance, and investment advisory. His comprehensive expertise empowers businesses to thrive and succeed in the global context.

Khan Masood Akhtar

Mr. Masood Akhtar embarked on his Chartered Accountancy career by joining Hassan Farooq & Co Chartered Accountants in 2013. He completed his initial training and compulsory work experience, amassing extensive experience in taxation and corporate matters. Currently serving as a partner at BizCon Corporate Consultants, he has more than 10 years of experience, working with well-known companies and taxpayers. His expertise extends to training students in taxation matters, enhancing their knowledge and expertise in the field.
